Chicago Bears general manager Phil Emery said the team has not ruled out the possibility of placing the franchise tag on QB Jay Cutler in the offseason.

Footballguys View: Emery had originally discussed the franchise tag not being the best option. That’s what he reiterated here. It will be interesting to see if the Bears let Cutler hit free agency this offseason.
