The Tampa Bay Buccaneers signed free-agent LB Thomas Williams (Panthers) to a two-year deal Thursday, July 26, and waived DB Devin Holland. The team also announced that DL Da’Quan Bowers (Achilles’) and CB Derrick Roberson (undisclosed) were placed on the Active/Physically Unable to Perform list. OT Donald Penn (calf) was put on the Reserve/Non-Football Injury list.
