The Tampa Bay Buccaneers have made an offer to impending free-agent QB Mike Glennon that would make him the highest-paid backup quarterback in the NFL. Glennon is expected to hit the free-agent market with a possibility to start but is evaluating each team because he believes an unstable coaching situation could hurt his chances to succeed.
