The Houston Texans are believed to be debating between selecting South Carolina DE Jadeveon Clowney or Texas A&M QB Johnny Manziel with the first overall pick in the 2014 NFL Draft, although it is believed to be inevitable the team will select a quarterback. General manager Rick Smith is expected to try and trade down.
