The main reason being Howard has an extensive injury history and Miami would want to make sure he can stay healthy in 2019 before offering him big money. Howard was tied for the league lead in interceptions in 2018 (7) but has missed 13 games over his three-year career. He will cost $1.95 million against the salary cap this season.
